PAI has a diverse and complementary team. We are deliberately agile, with members of the leadership team highlighted below dedicated to your project. We have active expert involvement in all assignments ensuring the work produced is relevant to the expert opinion and within the expert’s direct control. Our team has worked together for more than 15 years on more than 200 assignments. We take pride in developing our efficient, tightknit, and agile teams.

Marianne C Ramey

Ms Ramey is the founder and President of PAI. She manages offices in the US and UAE, providing leadership and direction to PAI’s construction delay specialists and expert testimony on the cause and effect of delay in various international forums to resolve construction delay disputes. She has extensive experience resolving complex time-related dispute issues using advanced programme analysis techniques.

Ms Ramey is a highly regarded independent expert witness on programming, project controls, project management and dispute resolution. Her experience focuses on infrastructure (power, transit, highways, tunnels and process plants) and speciality building projects. She has consulted on projects in Europe, the Middle East, Africa, Asia, Australia, and the US.

Ms Ramey is a Registered Professional Civil Engineer in the US and Australia, certified Project Management Professional, a founding member of Society of Construction Law North America and International Liaison Officer, contributing author to the Delay and Disruption Protocol, 2nd Edition, member of the Worshipful Company of Arbitrators, and Fellow of the American Society of Civil Engineers. She received her Masters in Dispute Resolution in August 2021 from Pepperdine University. She is a trained mediator.

Mauricio Carrasco

Mauricio Carrasco is the Managing Director of PAI based in our home office in Virginia. He is a multi-lingual civil engineer with 25 years’ experience in the Engineering and Construction industry. He manages multi-disciplinary teams of PAI staff in the preparation of forensic delay analyses and also acts as the Expert.
Mr Carrasco’s expertise in delay analysis is founded on the practical perspective he acquired during the first decade of his career working on complex projects in administrative, engineering, planning and management roles. With this experience, he built his consulting career at PAI, managing teams of professionals in the development of delay analysis models, quantification models, causation analyses, preparation of programmes and supporting studies. He liaises directly with clients, attorneys and site teams, and communication of the results.
Mr. Carrasco has testified as expert witness under ICSID and ICC arbitration rules.

Andrew Parry

Dr Parry has over 25 years’ experience in the Construction Industry. He is a Chartered Arbitrator and a Chartered Quantity Surveyor, with a Masters Degree in Construction Law and Arbitration and a PhD on the Improvement of Delay Analysis in the UK Construction Industry. For more than 13 years, he has been engaged on a large number of projects as part of an expert delay analysis team in the production of expert reports. He specialises in preparation of the detailed data supporting evidence of events and the causation analysis for the delays identified in the programming part of the analysis.

Barbara O’Dwyer

Miss O’Dwyer has over 25 years of project management experience in the construction and telecommunication industries. At PAI, her focus is on ensuring our final products meet our high-quality standards as independent experts and the various authorities’ standards where we testify.

She proof-reads and edits all parts of our reports to ensure consistency and fact checks the numerous citations. She works with the team members and the expert to confirm that our reports convey our analyses’ meaning and results.

Additionally, she works with clients and team members to ensure contemporaneous documents and internal work products are stored and readily available to our team members.

Miss O’Dwyer also assists in the analysis phase of our work. She specialises in researching the reasons for, or potential contributions to, delay events used in our reports’ causation analysis.
